<p>Astro City featured a character called Jack-In-the-Box who looks like your description.  The series, written by Kurt Busiek and drawn by Brent Anderson (with awesome Alex Ross covers), usually did a few issues about one charcter, then moved on to another hero from the City.  It came out in the 1996-97 time period &#8212; maybe this is who you&#8217;re looking for?</p>
